Village Hall: Council Requests Cost Estimates to both Repair and Demolish

At their Tuesday meeting, the City Council was presented with additional details on the structural conditions that led to the indefinite closure of Village Hall on February 11th. Last Thursday, the City’s Building Official, Mark Pistulka, deemed Village Hall an “UNSAFE STRUCTURE” due to steel beam deflections (or sag) that make up part of the building’s roof system.  Carl Osberg, a structural engineer with WSB, was also on hand to provide the City Council with additional analysis and answer questions related to the existing structural condition of Village Hall. (Read more…)

WSB prepared a proposal for the City of Carver to provide a complete structural building assessment for both City Hall and Village Hall for $14,932.50.  The City Council has requested the following be prepared, prior to making a decision to move forward with performing the building assessment.

  1. Opinion of Probable Costs to Repair Village Hall WSB will prepare an opinion of repair costs based on a visual inspection of Village Hall.  The policy question relates to the relationship between the cost of the building assessment ($14,932.50) and an estimated cost range to repair the roof and other possible structural deficiencies with Village Hall.  The City Council may consider not moving forward with the building assessment should they collectively determine that any significant repairs needed to Village Hall would not be economically or otherwise viable.
  2. Assessment of the Common Wall of Village Hall and City HallWSB will assess the structural condition of the common wall between Village Hall and City Hall.  In addition, WSB will review potential risks to the public, staff, and others occupying City Hall, should the roof structure of Village Hall collapse.
  3. Research Costs to Demolish Village HallStaff will obtain quotes to demolish the building, should the City Council ultimately determine it’s not viable to repair Village Hall.
  4. Comprehensive Structural Building AssessmentThe Building Official and Public Services Director will review and visually assess all City of Carver buildings for potential structural deficiencies.

The City Council will be discussing this issue at their next meeting on Monday, March 7 at 7:00 pm.
